The Havre de Grace City Council on Aug. 3 approved a change to Chapter 25 that moves the financial responsibility for certified letters and first-class mailings for Board of Appeals and Planning Commission matters from city taxpayers to applicants. The measure was introduced by Council President Johnny Boker and passed 5–0.
"This change will eliminate the use of taxpayer dollars to fund notification requirements for private land use matters," Boker said while explaining the amendment's purpose. Council and staff confirmed the city will retain administrative oversight by requiring verified certificates of service from applicants.
