The council opened a public hearing on the plan and recorded no public speakers before closing the hearing and moving to final action. The ordinance was motioned and seconded and the council approved it by voice vote.
City staff said the ordinance is intended to support redevelopment in the designated area through the district's financing mechanisms. No one at the hearing raised public comment; the council took the vote the same evening. The measure will enable the city to collect the listed occupation taxes within the newly created district and to pursue the redevelopment plan authorized by the ordinance.
