The Havre de Grace City Council on Aug. 3 voted unanimously to adopt calendar resolution 2026-12, authorizing a memorandum of understanding with Trademark Homes, LLC related to a Maryland Strategic Demolition Fund grant for the former Hartford Memorial Hospital.
Council discussed liability protections and next steps during the briefing. A council member asked whether the city would assume liability; the city attorney responded that it is not possible to "assume there's never liability," but that the MOU includes precautions intended to protect the city. Director Johnson told the council that, if the resolution passed, the administration planned to submit the grant application the next morning.
The resolution passed on a 5–0 roll-call vote; council members said the MOU is intended as gap funding to move the project forward and that additional public information will be provided after the application is submitted.
