Hospital commissioner granted modification to report property income without naming payor

Ray Mosbrucker, a hospital district commissioner and 2025 candidate, asked the Public Disclosure Commission on Oct. 9, 2025 for a modification to exempt disclosure of the source of rent and lease-option payments his family received, citing a confidentiality clause in the contracts.
Jennifer Hansen summarized the request, saying Mosbrucker and his spouse received two payments in 2024 and that the contracts contain confidentiality language. Chair Jay Robert Leach said a compromise could preserve public information while honoring contractual limits: allow Mosbrucker to report a dollar-range as "income from property" without naming the payor. "I can grant you a modification that will allow you to report a dollar amount range as income from the property with no more information about the nature of the relationship," Leach said. Mosbrucker agreed that the approach would address his concern.
Hansen confirmed PDC staff had sufficient factual detail to proceed and said she would contact Mosbrucker and Miss Hoffman (the point person handling paperwork) to complete the modification and required filings. The commission closed the Mosbrucker hearing after the parties agreed to finalize the administrative modification.
