Board hears concerns that TIRZ success shifts public-safety costs to general fund

"Otherwise it's being put on the backs of the citizens outside the TIRZs," the member said, urging the board to consider mechanisms that make TIRZ success benefit the entire city.
Staff said historically the general fund had not requested such reimbursement from TIRZ funds but offered to track costs and present options. The board requested staff research and reporting on proportional costs for police and fire services tied to TIRZ projects so members can weigh policy changes alongside earmark scenarios.
