The Reinvestment Zone No. 1 (TIRZ No. 1) board in McKinney tabled a proposed resolution to amend its administrative policy and guidelines after a staff presentation and board discussion on June 16.
Lucas Raley, the city's director of planning, presented background on the guidelines and recent spending trends and recommended tabling the item so staff could return with additional data and options. "We can table it this evening," Raley said, asking staff to work with Holloway on expected costs and bring follow-up analysis to the board.
The board raised concerns about recent awards that exceeded existing caps and asked staff to prepare a clearer picture of the fund's revenues and expenditures before adopting any formal changes. Chair called the motion to table and recorded a second; the board moved forward with the tabled action for future consideration.
Why it matters: board members emphasized that the TIRZ has matured from a low-activity fund into a major funding source for downtown and district projects, and they want assurance that policy changes protect the fund balance while allowing priority projects to proceed. Staff will return with revenue/expense histories and cost estimates to inform potential earmarks or reserve structures.
