Nancy Bellosa, EBC account representative, told the subcommittee the district's July 1, 2026 renewal increases are the largest she has seen in about 15 years but emphasized that District 69’s position in the cooperative pool and measured plan adjustments limited the district’s exposure. Bellosa gave the renewal figures: "PPO: 15.2% increase for District 69 and 16.2% for the cooperative overall; HMO: 16.4% increase for both District 69 and the cooperative overall; Dental: 3.9% increase for both District 69 and the cooperative overall."
Dr. Margaret Clauson, the district superintendent, said the premium increase exceeding 15% triggers contractual provisions in the collective bargaining agreements that require plan design consideration. The board and unions agreed to hold the current plan design for the 2026–2027 year to allow more study and to avoid abrupt benefit shifts during a single renewal cycle.
