District staff recommended replacing the analog Telecenter system with a modern VoIP solution (phones, multicast paging, visual displays and networked clocks) to improve emergency communications and reduce monthly line costs. Staff said the contract amount with the recommended vendor (1 on 1 voice) is $316,730.45, and monthly hosting and subscription costs were estimated at approximately $907 versus current monthly costs of about $2,005.
Trustees raised technical and security questions, including AWS/cloud backups, two-factor access to the speaker server and license-term options (staff recommended a three-year license in the budget; a longer license could reduce per-year costs). Members also requested explicit warranty language be added to the contract and that the district give written permission before the vendor uses the district as a marketing reference. The board moved to approve the contract with direction to revise warranty and marketing sections before final signing.
