Commission approves rezoning at 1710 Couch Drive to allow outdoor storage for manufacturer

McKinney planners unanimously approved rezoning of 1710 Couch Drive from ML to I2 to permit outdoor silos and storage for an existing manufacturer; the plant manager said silos will be about 30 feet tall and used to store plastic pellet resin.
The Planning and Zoning Commission voted 7–0 on June 23 to rezone 1710 Couch Drive from ML (light manufacturing) to I2 (heavy industrial) so that an existing manufacturer can install outdoor storage silos for plastic resin and transfer that material into the building.
Development Review Planner Destiny Reynolds said the expansion would be limited in scope and compatible with surrounding industrial uses; staff recommended approval. Garrett Tucker, the plant manager for Kerris Wheels, described the plan: "They they are at, the height of them are 30 foot 30 foot tall, and it's basically, level with the top of our building," Tucker said of the proposed silos. Tucker said no new outdoor manufacturing processes are planned beyond storage and transfer.
The commission closed the public hearing and approved the rezoning; the item will be forwarded to City Council for final action on July 21, 2026.
