Council introduces several municipal-code updates on trees, neglected premises and certificates of completion

Attorney Dan Bartnicki read a package of ordinances (26-13 through 26-17) to clarify definitions for dangerous trees, neglected premises, and certificate-of-completion timing; these were set for additional review with second readings next month.
At the start of the meeting the city attorney read five ordinances introduced for future council action.
Ordinance 26-13 would amend property-maintenance sections to add definitions for "dead, diseased or dangerous trees" and allow visual inspection by code enforcement to begin maintenance enforcement. Ordinance 26-14 would correct definitions and citation language related to "neglected premises visible to the public" to align tickets and enforcement to duties rather than only to definitions. Ordinance 26-15 clarifies that a certificate of completion is required at final grade rather than at arbitrary improvement stages.
Attorney Bartnicki said these items came out of ordinance committee review and planning-and-building department requests; councilors were asked to review the drafts and prepare for second readings at the next meeting.
