Engineer details stormwater constraints and 10‑foot retaining wall for Oakland Town Center

A consultant for the project outlined significant topographic and stormwater constraints that shaped the site's layout and building elevations.
Bridal Lendsen of Kimbling Orange told the board the northwest corner of the site is approximately elevation 114 while the southeast corner is about elevation 97 — roughly a 17-foot fall across the property — and that upstream dry-pond routing, pretreatment and infiltration requirements (Wekiva recharge) mean buildings must be set at certain elevations to properly drain. "Because of stormwater, it demanded the buildings being set at a certain elevation," Lendsen said.
Lendsen described a retaining wall along State Road 50 that reaches about 10 feet at the highest point, and noted that where the fall distance exceeds 30 inches the project will use at least a 42-inch safety railing. Developer Alex Reese acknowledged the wall's cost: "This is extremely expensive," he said, but added that the raised center can create an intimate, internalized oasis for the project. The board asked questions about landscaping above the wall and whether additional plantings could reduce visual impact from the nearby school; the consultant indicated more clustered plantings could be added during final design.
