Commission forwards PD rezoning to allow nonprofit/community service center on Red Bud Boulevard

The McKinney Planning & Zoning Commission voted unanimously to forward a proposed PD amendment that would add roughly 0.33 acres to an existing Planned Development and allow a new, unlisted use: a nonprofit and community service center. Kiara Robinson, downtown development planner with the City of McKinney, said the proposed district would cover about 2.09 acres along the east side of Red Bud Boulevard and that staff recommends approval.
Robinson told commissioners the commission previously approved an identical PD rezoning for 1.76 acres of the property on Nov. 11, 2025, and the current request is to bring an additional track under the same development standards. Commissioners asked about adjacent uses (a church to the south and multifamily to the east and northeast). Commissioner Craig moved to close the hearing and approve forwarding the item to City Council; Commissioner Buettner seconded. The motion carried, 7-0, and the item was scheduled for final action at the July 7, 2026 City Council meeting.
If approved by City Council, the PD amendment would allow the nonprofit/community service center use under the PD's standards; staff said no applicant was present at the hearing to speak beyond the staff presentation. Additional permits and site-specific approvals would be required before construction or occupancy.
