Tulare staff said the city partnered with the Tulare County Office of Education (TCOE) on an application for Prop 64 public-health grant funds. Bob Mayo of TCOE said the award totals $4,500,000 with a performance period from 07/01/2026 through 12/31/2031 and will fund youth‑led prevention work, peer mentorship, school surveys and a Tulare Youth Council modeled in part on the Friday Night Live program.
TCOE representatives described program goals — delaying initiation of cannabis use, increasing school connectedness, and building long‑term youth resiliency — and said local partners (Boys & Girls Club, law enforcement, schools) would be engaged. Council members asked about recruitment, program diversity and impaired‑driving education; presenters described hands‑on demonstrations and peer‑to‑peer outreach as core tactics. Council received the presentation; staff said a resolution to accept the grant will be placed on a future consent calendar for formal approval.
