Tulare adopts citywide speed-limit updates after engineering study

Miller said the study included 161 roadway segments and that state law requires speed‑setting studies to support enforceable posted limits.
During the public hearing resident Patty asked about Oaks Street and whether the 40 mph posted limit accurately reflected conditions and whether stop signs could be used for speed control; Miller explained the 85th‑percentile method and said stop signs are not appropriate speed‑control devices per the California Manual on Uniform Traffic Control Devices. Staff noted other traffic‑calming options and offered to follow up with the resident. Council voted to pass to print the ordinance amending established speed limits (vote recorded as 5–0).
