Staff emphasized the program is educational and opt‑in/opt‑out provisions will be communicated; the grant covers mailers and technology. The city will compare contamination data before and after outreach to measure impact. Council thanked staff and noted that switching collection providers was part of preparing the city to adopt smart technology.
The council did not take action beyond the informational update; staff will continue implementation under the grant and report results.
