Roll call recorded ayes from Council President Thomas, Councilwoman Armistead, Councilwoman Evans, Councilman Haynes and Councilwoman Turner. Councilman Singleton voted no. The ordinance was recorded as adopted on its second and final reading at the Dec. 29 meeting.
