Paulsboro council adopts housing-element updates and affordability program rules

Council members voted to adopt a set of measures intended to implement the Borough of Paulsboro's Housing Element and Fair Share Plan. Council President Thomas moved and Councilman Haynes seconded adoption of R.26.80 (an amended spending plan component) and R.26.81 (an affirmative fair housing marketing plan), both of which passed unanimously.
Two subsequent items that set program operating procedures — R.26.82 (an operating manual for the borough's housing rehabilitation program) and R.26.83 (an affordability assistance program policies and procedures manual) — were adopted with recorded nays by Councilman Singleton. Council did not expand on the record at the March 10 meeting about the substance of Singleton's objections. The council also appointed Colleen Emmons as Acting Municipal Finance Officer (R.26.84) by unanimous vote.
