County adopts 2026 NEC with clarifying local amendments on EMT and mobile homes

The Natrona County Board of Commissioners adopted the 2026 National Electrical Code and approved two local amendments clarifying local practice on underground conduit and mobile-home service attachments.
Brad, a building-department staff member, presented the code adoption and named two local clarifications. He told the commissioners the code "wasn't any significant changes to mention in the actual National Electrical Code for 2026," but the county added two clarifying amendments because of local conditions and past practice. On the first amendment he said they "spelled out we've never allowed EMT to be in the ground" and noted they consider local soils corrosive and therefore prefer PVC. On the second he explained that the amendment "clarify[ies] mobile homes from manufactured homes and that you cannot attach the electrical service to a mobile home," adding that a mobile home is defined in the amendment as "being built on a permanent steel chassis."
Commissioners asked whether the clarifications would impose extra costs; Brad answered that he did not expect significant cost impacts and that the changes mostly codified existing practice. The board voted to adopt the code package during the consolidated public hearing for agenda items covering code adoption and fee schedules.
