One council member said, "there's a point where it just makes sense to go borrow money and buy some amount of new trucks, and you eliminate a lot of the maintenance costs," arguing financing could lower total operating cost.
Staff cautioned that they would not recommend financing and said they are exploring internal funding or alternative approaches. Staff estimated vehicle replacement costs at roughly $450,000 each and said replacing two trucks could approach $1,000,000; they also noted lead times can be long — commonly 10 to 12 months — and stressed the need to choose reliable trucks that can be serviced locally.
Participants discussed maintenance-performance metrics, service reliability and recent missed pickups. Staff indicated a forthcoming discussion in the regular budget process to consider procurement and funding options for fleet renewal.
