Paulsboro introduces revised affordable-housing ordinance to meet state Fair Share changes

The Borough Council introduced Ordinance O.26.02 on Feb. 10, 2026, a replacement of Chapter 12 to establish local administration of affordable-housing requirements and to update collection and administration of development fees.
Solicitor Maley told the council that “this ordinance was adopted in July, 2025 and now needs to be amended for the new Fair Share Housing amendments from the State and this has to be adopted before March 15, 2026.” The council scheduled a public hearing and second reading for March 10, 2026.
The ordinance language updates rules to reflect the Uniform Housing Affordability Controls (UHAC) and to set up an affordable-housing trust fund and fee schedules. Council members approved the ordinance on introduction and will consider final adoption after the March hearing.
