Code enforcement reviewed a multi-year enforcement record for a fire-damaged house at 1218 Downhill Run. The owner pulled a remodel permit in late 2023 but progress has been sporadic and slow; staff documented removed windows, open garage doors, debris in yards and evidence of repeated juvenile trespass and a recent arson attempt. Staff recommended upholding multiple citations issued between September 2025 and June 2026 and requested fines to be assessed.
Several neighbors testified that the vacant, partially rebuilt structure attracts trespassers, that debris and scattered materials wash downslope toward adjacent driveways and that they have observed arson and unsafe conditions. One neighbor said teenagers recently broke back into the structure and set a fire; another said debris and glass wash into nearby properties. The property owner did not appear at the hearing; the board noted that a respondent who requests a hearing but fails to appear may be deemed to have waived the hearing. The board found the violations sustained by waiver, sustained the citations and approved aggregate fines of $1,200 payable immediately. Staff said it will continue follow-up inspections and may increase citation frequency short of daily enforcement depending on capacity.
