Commission discusses Ferry Street observation platform, Thatchbed Island title work and annual report

The Commission considered potential improvements to the public access area at Ferry Street, including the possibility of a fixed observation platform or deck oriented parallel to Ferry Street with benches and seating rather than transient docking facilities. Commissioners raised concerns about long-term maintenance, flooding and ice damage, permitting, and ownership and responsibility; they agreed the Town should decide whether to include the concept in the Ferry Street reconstruction project before the Commission assumes responsibility.
Terry Stewart reported that the Connecticut DEEP will provide approved language for remaining sections of the Harbor Management Plan; members will review examples from neighboring Guilford and Old Lyme/Lower Connecticut River plans. Stewart also reviewed the draft 2025–2026 Annual Report and reported no changes were needed; he will send the report to Alyson Finnegan. Selectman Bruce Glowac provided an update on Thatchbed Island: Joel Marzi is addressing property ownership questions requested by DEEP, and an outside attorney has been retained to review title issues; additional meetings with DEEP are anticipated once ownership questions are resolved.
