Committee recommends township take over Resaca Elementary sewer for $1

The Properties & Facilities Committee of the East Stroudsburg Area School District on Aug. 5 recommended the full board consider an agreement in which Middle Smithfield Township would take over the Resaca Elementary sewage lift station for $1.
Annette, the township representative who addressed the committee, said the township applied for a grant to expand the sewer facility and prefers to maintain the pump station. Staff presented an estimate of the district's annual equivalent-dwelling-unit utility cost at about $16,800. "So for a dollar, we get out of the sewer treatment business," a staff member said during the discussion.
Committee members asked about easements, response times for maintenance and whether legal fees would be covered as part of the transfer. The district’s engineer raised the need for a service-level agreement so the township’s authority would have defined response and maintenance obligations. The committee agreed to tentatively move the matter to the full board for consideration at the Aug. 17 meeting.
No formal sale was finalized at the committee meeting; the recommendation sends the proposed transfer and associated documents to the board for a future vote.
