KDE: NAEP context and KSA releases coming to districts soon

Jennifer Stafford, associate commissioner for assessment and accountability, briefed the committee on NAEP (the nation's report card), what it measures, and how to interpret its results alongside the Kentucky Summative Assessment (KSA).
"NAEP is often referred to as the nation's report card," Stafford said, explaining the differences between NAEP (a sampled assessment) and the KSA (taken by all students). Stafford summarized 2024 NAEP reading and math results and said the 2026 NAEP administration had occurred but that state-level reports were not yet available for the committee.
In response to Representative Truitt's question about KSA timing, KDE staff said district- and school-level KSA results were on track to be released to districts with quality control and a target around October 15. KDE emphasized that NAEP and the Education Scorecard should be read alongside the KSA to provide a fuller picture of student performance.
