The Milford Planning & Zoning Board voted to approve a six‑unit site plan under Connecticut General Statute 8‑30g for property to be merged with an adjacent 15‑unit development, creating a 21‑unit complex.
Attorney Thomas Lynch, representing owner GAMS LLC, described the plan as a townhouse‑style addition that would be merged via lot merger with the existing 29 Meadowside development. He said the project will set aside two units under the 8‑30g requirements — one at roughly 60% of the state median income and one at roughly 80% — and presented estimated rents based on the statute’s formula. “I submit to you that under the standards of the statute, there’s no compelling health or safety reasons that, exist here that outweigh the need for affordable housing in the state,” Lynch said.
Lynch and city staff explained utilities and parking: nine on‑site parking spaces are shown on the plan with two spaces per unit plus three visitor spaces. Departments including police, fire and the sewer commission reviewed the plans; the police memo found no traffic impact on Meadowside Road and the sewer commission approved connection to the city wastewater system.
Ronald Wassmert, the project engineer, and the applicant confirmed the design ties into utilities serving the adjacent development, which the applicant said limits disturbance to the street. Board members asked procedural questions about whether a lot merger required action; the planner said a lot merger is administrative and does not require board approval.
On roll call the motion to approve the site plan carried with two members recorded as voting against and the remainder voting in favor; the planner reported the tally and declared the motion passes. The approval is subject to customary permit conditions and any department clearance required before building permits are issued.
