SEAGO discusses Colonias eligibility and shovel-ready requirements for Huachuca City

William Osborne described Colonias slots in the SEAGO service area and told the council that Colonias funding targets residential areas lacking potable water, adequate sewage and decent housing. "These colonies are designated using objective criteria, including lack of potable water supply for people to drink," Osborne said, and he noted Colonias award rounds are competitive and require completed designs, environmental review and income-qualified client lists.
Town Manager Suzanne Harvey and Mayor Wallace debated whether a nearby trailer park lies inside town limits and thus whether it could qualify as a Colonias area; Osborne recommended listing a Colonias-eligible project on the candidate list in case the designation is confirmed. He cautioned that Colonias grants are typically limited to water, wastewater, stormwater or housing rehabilitation and that applications must be shovel-ready when submitted.
