Heidi Smith, the county public health nurse manager, presented a Memorandum of Understanding between the Wyoming Department of Health, Public Health Division and Sheridan County covering public health and mental health services and related statements of work for 2026–2028. Heidi told the board the state had removed a children's mental health program from the MOU because most services are covered under Medicaid and said she welcomed local review of program performance.
Commissioners asked whether the board periodically reviews program effectiveness; Heidi confirmed she is open to local review and discussion. After brief questions, the board moved to approve the MOU and authorized the chair to sign; the motion carried by voice vote.
