Staff explains Prop 218 construction-assessment basics and what an engineer must model

District staff opened a presentation describing construction-assessment mechanics under Proposition 218 and why the district should treat construction assessments differently from annual service rates. The presenter said: "Basically, it's a services fee, lehi on properties to pay for some public improvement or a service that benefits, property," and emphasized the meetings "current focus is on construction assessment" rather than on the later service-rate discussion.

The presentation walked through typical apportionment approaches (parcel area, zoning/use, fixed and variable components, lateral turnouts, fixture counts and calculated flows) and cautioned that variable measures are harder to use for construction assessments because they change over time. Staff said the district must hire an assessment engineer to run models and produce an assessment report that ties benefit to cost and meets legal standards for a Prop 218 process. Directors discussed that the engineers report will be critical to justify any chosen allocation method during the ballot and county processes.
