Taft council approves up-to-$25,000-per-year consultant contract to support SB 1383 compliance

The Taft City Council voted 4–0 Aug. 4 to approve a professional services agreement with HF and H Consultants LLC to provide on‑call solid‑waste and recycling technical assistance tied to Senate Bill 1383.
City Manager Craig Jones told the council the work would be performed on a time‑and‑materials basis for up to three years with total compensation not to exceed $25,000 per fiscal year, and that the city expects to use grant funds to pay for the services. "We chose to reach out to a consultant group utilizing grant funds to pay for it," Jones said during the presentation.
Mayor Noor criticized elements of SB 1383 implementation and pressed for more reporting about costs and operational impacts. "If you're wondering the next time you go out to throw the trash in the trash, what this $13.83 is doing for you, it's not doing squat other than saving you a great deal of money," Mayor Noor said, arguing implementation had raised costs and vehicle trips. Council members acknowledged the program increases reporting and administration burdens and voted to approve the contract while continuing to monitor costs.
The council motion authorized the city manager to execute the agreement for the period of July 1, 2026, through June 30, 2029, with compensation capped at $25,000 per year. The vote was 4 in favor, 0 opposed. The council member who pulled the item for discussion did not object to final approval after the exchange on program costs.
The agreement will cover franchise hauler oversight, review of monthly and quarterly reports, assistance with grant administration and SB 1383 implementation tasks, recordkeeping and error reporting. Jones said additional work beyond the approved scope would require separate city manager authorization.
