DOC: reentry programs offer sentence credits but lacks longitudinal studies tracking outcomes

Hillary Daley described a range of reentry programs available to inmates, including education courses, substance abuse treatment and what she called "moral recognition therapy," which she characterized as cognitive behavioral therapy. Daley said participation in some programs can earn inmates program completion credits — "some time off their sentence, either 30, 60, or 90 days" — depending on program length and completion criteria.
Daley told lawmakers that while KCI and other programs are considered reentry efforts, the department does not currently have longitudinal studies that follow farm workers after release to measure employment or recidivism outcomes. She offered to provide the committee with a program catalog and additional information on program structures and crediting.
