Representative Sharp asked whether local jails could join the DOC food service contract to reduce their food and operational costs. Deputy Commissioner Hillary Daley said a local jail would need to contact the Finance and Administration Cabinet and request to utilize the contract; the jail would then be added as an authorized department and would pay the contract’s per‑inmate rate.
Daley said DOC is not aware of any local jails currently using the state contract and noted savings would depend on each jail’s existing per‑day food cost. Representative Sharp described fiscal strains in his district’s jail and said local leaders were exploring options; DOC did not commit to outreach but agreed to provide procedural information to the committee.
