Analysts urge probe into Radcliffe HVAC procurement after costly failure

Legislative analysts reported the Radcliffe Veterans Center's HVAC system, installed in 2017, began failing by 2020 and eventually required a full redesign and replacement, which staff estimated will cost $25,000,000 with an expected completion in March 2027. Holly Tracy said the failure occurred "soon after installation and outside of warranty," producing persistent capacity issues.
The report recommended that the general assembly consider referring the HVAC procurement and installation at Radcliffe to the auditor of public accounts and the attorney general for review. Tracy also said KDVA has reported the replacement to the attorney general and the finance cabinet and that decertification status reports will be provided to legislative committees by October.
