Chris Lousos of William Kenny Associates explained the adaptive reuse approach and site features; Jim Rotondo of Pereira Engineering described proposed subsurface stormwater systems for the expanded parking that are sized to the 25‑year, 24‑hour storm and to retain a 1.3‑inch water‑quality volume.
Commissioners asked technical questions about catch‑basins and sumps, whether additional treatment is provided upstream of the detention systems, how impervious area changes were accounted for, and where snow will be stored during winter storms. Rotondo said the design provides sumps in the catch basins and that the systems are sized for the 25‑year, 24‑hour event and the 1.3‑inch water quality volume. Commissioner Scott Marlow recused himself because he serves on the building committee for the project. Staff recommended obtaining city‑engineer clarifications on sump details and snow‑storage locations; the agency took no action and directed the applicant to follow up with the city engineer for answers before the August 19 petition deadline.
