Legislative analysts: Kentucky veterans centers are near functional capacity despite low reported rates

A legislative review found Kentucky's veterans centers have much higher 'functional' occupancy than official figures indicate and recommended decertifying unused beds and standardizing reporting to better reflect capacity and access.
Legislative oversight staff told the Committee that while Kentucky's veteran centers report a certified occupancy rate of about 56%, the system's functional capacity — after accounting for single-occupancy conversions and capital projects — is 446 beds, producing an actual occupancy rate staff estimated to be "closer to 85%." The report recommended KDVA adopt and report functional occupancy and capacity alongside certified figures and consider decertifying beds converted to single-occupancy to give a more accurate picture of demand and to help facilities qualify for federal reimbursements. "The actual occupancy rate is closer to 85%," Holly Tracy said during the presentation. KDVA agreed to the recommendations and committed to provide updates to legislative committees by October.
