Rachel Merva, a District 1 resident and member of the Milford Housing Partnership, urged aldermen to support the allocation, saying the dollars would fund after-school scholarships, emergency meals, shelter services, rental/mortgage assistance, home repairs and ADA sidewalks. "Please approve this resolution," she told the board during the public-comment period.
Alderman Winthrop Smith Jr. expressed concern about the share earmarked for administration and salary costs (he calculated about 28% of the grant), and the grant administrator explained that administrative costs include a project manager, environmental-review consultants, marketing and supplies and that the local administrative salary is paid from the grant rather than the city's operating budget. The board amended language to correct the amount to the parenthetical figure and then approved the motion.
Why it matters: the CDBG allocation funds services for low- and moderate-income residents across Milford and was the one non-surveillance agenda item that drew public comment at length earlier in the meeting.
