Huachuca City joins county plan to pool opioid settlement funds; town share estimated at $28,000

Town Manager Suzanne Harvey summarized an intergovernmental agreement with Cochise County to pool and distribute opioid-settlement funds. Harvey said the county has accrued about $3,000,000 from settlements across jurisdictions and that Huachuca City’s routed share would be about $28,000; because the town’s individual allocation is small, the IGA calls for pooling to enable larger, coordinated projects.
"They have $3,000,000 sitting in that account and so you know that's a good amount of money and I'm interested to see what kinds of projects they are going to hear from all of the cities and towns," Harvey said. Harvey also said an advisory board will include a town representative to ensure local input. Johann Wallace moved and Christy Hirshberg seconded adoption of Resolution 2026-01 approving the IGA; the motion passed unanimously.
Harvey cautioned that the town’s $28,000 alone would buy only limited services, but she expressed hope pooled funds could support meaningful countywide projects to mitigate opioid harms. Council will receive further details from the county advisory process as it develops.
