Patrick Callahan of Callahan Municipal Consultants, LLC addressed the council and explained the purpose and implementation steps for a Capital Improvements Plan (CIP). He described a CIP as the tool cities use to identify, prioritize and schedule capital projects; the council was told the next procedural step is for department heads and boards to provide their desired projects to City Administrator Julie Wilkerson.
City staff were given a deadline of "next week" to deliver project lists to Wilkerson so the city can assemble and prioritize projects for the CIP. The presentation was procedural and intended to set the timeline and responsibilities for preparing the plan rather than to approve any particular project at this meeting.
