Huachuca City sees $231,000 midyear surplus; landfill flagged for grant repayment

"These numbers are unaudited and are subject to change," Villa said, noting the figures will be adjusted through the audit process. He told the council most funds were within expected ranges but called out the landfill fund as the only area that requires monitoring because of recorded expenditures that staff expects to be repaid through a GADA grant and amortized over 10–15 years.
The presentation covered revenue drivers and timing issues: staff explained a lag in state sales-tax reporting (noting construction on State Highway 10 as a previous contributor to sales tax) and said adjusted receipts for December were expected in February–March. Villa said line items slightly over budget tended to reflect early-year spending patterns or conservative estimates and that staff would reexamine allocations during the formal budget process.
Councilmembers asked clarifying questions and staff agreed to return with any material updates before budget hearings. The council subsequently moved forward with related budget calendar items and public-notice steps later in the meeting.
