Town Manager Suzanne Harvey told the council on March 26 that Huachuca City's procurement code had not been updated in years and that the $10,000 RFP threshold was now too low to attract competitive RFP responses.
Harvey recommended requiring three written quotes for smaller, budgeted projects instead of a formal RFP and suggested allowing the Town Manager to approve emergency expenditures up to $35,000. Town Attorney Thomas Benavidez expressed agreement with the proposed direction. Mayor Wallace instructed staff to prepare an ordinance to return to council for consideration at a future meeting.
