Huachuca City Council schedules April work session to explore annexation of nearby parcels

The Huachuca City Council on March 26 directed staff to explore the possible annexation of land along Highway 90 north of town and in the 400 and 500 blocks of Lower Huachuca City and scheduled a work session for April 2, 2026 to study the matter.
Town Manager Suzanne Harvey presented the request, telling the council staff would assess the costs of extending services, gauge property owners’ interest in becoming town residents and estimate potential benefits to current residents. Mayor Johann Wallace said he wanted the item back on the agenda "so we can get a work session scheduled and really get into it and see what we are looking at." The work session will replace a previously scheduled CDBG work session and focus on financial and service impacts.
Why it matters: Annexation can expand the town tax base and change service responsibilities for public works, police and utilities; Harvey told council staff will prepare cost estimates and owner-interest findings for council review. The council did not take a final vote on annexation at the meeting and only set the work session to collect additional information and options.
