The Berkeley City Council voted to approve a consent-calendar resolution that retains six slips at the JDOC location for the Cal Sailing Club’s nonprofit sailing instruction program, provided the club complies with the city’s berth-use policy (Resolution No. 66,544 NS).
Councilmember Taplin introduced amended language developed in consultation with the city manager and city attorney to specify that the slips remain available to the nonprofit club so long as it follows the city policy governing nonprofit use of berths. "We will retain the 6 slips...for nonprofit sailing instruction programs, so long as CSC complies with the city policy titled the use of berths at the Berkeley Marina," an amended clause read aloud during the meeting.
Dozens of current and former Cal Sailing Club volunteers and members gave public comment describing the technical and safety reasons why the JDOC slips are important to teaching docking under sail. One member said the slips’ upwind, end-slip location is uniquely suitable for learning advanced docking and man-overboard recovery. "These slips specifically are very important," a longtime volunteer said during public testimony.
Council approved the consent calendar as amended after extended public comment and roll-call vote. The action preserves the berths for community sailing programs while directing the club to maintain compliance with established berth-use rules.
