Staff updates committee on Bulltrust allocations, reimbursements and closing older project years

Staff asked for time to tidy prior-year records and suggested the committee could expect a cleaner single-page report for 2024-25 once reimbursements (including a 2023 digital ortho imagery reimbursement) are received.
