Planning staff told the board they will propose changes to clarify special-use approvals (currently limited in language), change the approval path for historic horse-racing facilities from the Board of Adjustment to the governing body with targeted overlay districts for by-right locations, and allow multifamily housing by right—up to four units per lot in most residential areas—provided parking and other development criteria are met.
Staff said these changes are linked to affordable-housing task-force work and that additional detailed amendments (including landscaping/tree standards and a review of application fees) will come through the planning process for board and public review. Board members were invited to participate in the upcoming discussions.
