Castaneda told the board the updated background-check policy removes a general fingerprint requirement except when the Indiana State Police ask for fingerprints to disambiguate records; expanded child-protection-index checks and Bureau of Motor Vehicle checks for drivers remain part of district practice.
She said the district will generally refuse to employ people with the serious offenses listed in code (battery, offenses involving minors, serious felonies) but may consider decades-old DUI convictions on a case-by-case basis. Under a new law Castaneda cited, any initial hire with a DUI in their record must be brought to the board as a separate agenda line item with a case number and an HR explanation.
The policy also clarifies the five-year periodic background-check obligation for employees, with the district covering costs for those repeated checks. Castaneda said the district's prior practice already aligned with that requirement.
Board members asked whether the DUI condition applied if someone was arrested while employed; Castaneda said the requirement applies to initial hires and that ongoing-employment incidents are handled under different sections of policy.
