Committee recommends sending exemptions list that would require permits for gas furnaces, boilers and water heaters
Summary
The development committee discussed adding water heaters to a list of exempt appliance replacements while recommending that gas-powered furnaces, boilers and water heaters require building permits; members favored using NICOR inspections as free proof before issuing a village permit and asked staff to follow up with the gas company.

The Village development committee discussed whether certain appliance replacements should remain exempt from building permits and whether gas appliances should be treated differently. Chair (speaker 2) proposed submitting the exemptions list to the board while requiring permits for gas-powered furnaces, boilers and water heaters and keeping standard appliance replacements exempt. The chair said the committee would "submit this list of exemptions to the board along with water heaters exempt as well as requiring a building permit for water heaters, furnaces, and boilers that are gas powered."
Committee members and staff raised safety and inspection concerns about venting and gas connections. A staff/inspector speaker offered to check for leaks and explained that the village has "a really sensitive sniffer" that can detect tiny leaks. Several members suggested contacting the gas company (referred to in the transcript as NICOR) to determine whether the company would inspect new installations at no charge; if NICOR inspects, the village could require applicants to provide proof of that inspection when applying to the village clerk for a permit. The committee agreed the village should ask NICOR about that option and report back before the board acts.
The committee moved to send the exemptions list to the board with the chair as mover and a committee member seconding the motion; the transcript records a second and assent but does not include a recorded roll-call vote. Notes: the building inspector's comments in Appendix A were referenced repeatedly during the exchange and the committee requested staff follow up with NICOR and the village attorney about inspection and fee implications.
