District receives single proposal from Magnolia Strategic Consultants for lobbying; staff seek a more proactive approach

Staff reported they received a single proposal for lobbying services from the incumbent firm Magnolia Strategic Consultants, which proposed a one-year contract with options to extend at the same price and assigned a dedicated team to the district, including Lenny Kapowski as the primary contact.
"We did only receive 1 proposal and that is from our current lobbyist, Magnolia Strategic Consultants," a staff presenter said. The proposal would continue the existing price structure and add staff resources to help the district shift from reactive to proactive legislative engagement.
Staff said they would prepare department-level packets and ask the lobbying firm to set meetings with legislators to pursue targeted changes. Committee members discussed session timing and encouraged clear bookkeeping and deliverables from any consultant engaged.
