Airport seeks $5.4 million runway, lighting construction as FAA AIP grant awaits

Craig Stalmo, airport manager for Southwest Washington Regional Airport, told the Cowlitz County Board the airport’s draft 2027 budget includes a runway and lighting construction project estimated at $5,409,154, the majority of which the airport expects to fund with an FAA Airport Improvement Program grant. “That 1 is, slated for $5,409,154,” Stalmo said, adding the airport was “expecting to receive it no later than September 30.”
Stalmo said the airport has completed the design phase and is awaiting FAA funding before executing a construction contract. He said the local sponsor match line item is $150,000 for 2027, down from $180,000 in the prior comparative budget, and that timing of the FAA disbursement will determine whether construction can start on schedule. The board did not take an action on the project at the meeting; staff advised construction cannot proceed until federal funding is received.
