Staff presented the 2026 annual updates to the service and assessment plans for the Porter Country, Kyle 57 (Sage Hollow), Plum Creek North, Limestone area, and Southwest Kyle PIDs. The presentation explained that updates adjust assessment rules to reflect prior collections and establish the 2026 annual installments that will appear on Hays County tax bills due Jan. 31, 2027.
Staff clarified that PIDs reimburse builders for authorized public improvements (roads, water, sewer, drainage) and that the assessments are apportioned per lot type based on the original assessment methodology. Homeowners can prepay outstanding assessments at any time to remove the annual installment obligation; the city does not guarantee PID bond repayment — bonds are secured by property assessments.
Council approved items 17–21 together (motion carried 7‑0). Staff noted supplemental materials and per‑lot schedules are available in the posted SAP documents for each district.
