Clackamas County approves rezoning of former mill at 33532 South Croft Road

The Clackamas County Board of Commissioners on Aug. 4, 2026 approved a comprehensive plan map amendment and zone change for property at 33532 South Croft Road that redesignates about 7.5 acres of a former mill site from exclusive farm use to rural industrial.

Principal planner Martha Fritzi told the board staff recommended approval under ORS 197.719 for abandoned or diminished mill sites and that the designation would not, by itself, authorize any new development. "There is right around 95,000 square feet of building space across about 13 buildings on this property," Fritzi said, describing the developed area staff proposed to redraw narrowly around the existing structures.

Fritzi said the change is limited to the developed mill area and that future redevelopment or uses beyond industrial activity would require separate land-use review and building-department approvals. The staff report and planning commission packet identify conditions that would limit allowed uses to industrial activities only and prohibit retail or nonindustrial uses under the statute.

Applicant testimony (from the property owner recorded in the hearing) explained the rezoning request aims to simplify leasing and attract industrial tenants. After deliberation, Commissioner Savas moved to approve files Z0437-25 and Z0438-25 as recommended by staff and the planning commission; Commissioner Helm seconded, and the clerk polled the board. The motion passed 4-0.

The chair directed staff to draft a final order reflecting the decision for the board to adopt at an upcoming business meeting. County counsel indicated no further action was needed from the board at the hearing.
