Brian Palmer, who identified himself as a former mayor, used public comment to urge the Board to revisit ordinance section 1.20.040 after two residents were barred from attending meetings without clear explanation. "I would encourage the board of aldermen to address that ordinance and perhaps revise it so that our residents feel like they have the voice," Palmer said.
Palmer said during his tenure he preferred to offer procedural alternatives (such as filling out a comment card) rather than removing residents. In later business discussion an alderman raised exploring a ban and a statutory reinstatement procedure; staff reminded the board that reinstating a banned attendee would require a resolution and a board vote under the statute.
